Prospect has launched a long-term campaign to improve the pay standing of its 36,000 members who work in public services. The campaign will fight for:

  • recognition for professionals at work
  • adequate funding for services
  • fair pay structures for specialists
  • privatisation on merit, not profit
  • avoidance of compulsory redundancies.

Speak up for public services on 9 June

The TUC is arranging a public services rally and lobby of parliament on Monday 9 June. Please contact dai.hudd@prospect.org.uk if you would like to attend, so we can co-ordinate Prospect's presence at the lobby. Preference will be given to branches that have already made contact with their MP about the PayBack campaign. The rally is at Central Methodist Hall in Westminster at 1pm, and lobbying begins at 2.35pm. For further details go to www.tuc.org.uk/speakup.

If you cannot attend the rally, send an email to your MP or local or senior management and tell them what you think about the government’s 2% pay policy. Public sector pay

Pay is the most urgent issue in our PayBack campaign, given the clampdown on civil service pay since 2006 and the prospect that the Chancellor's 2% limit will run through until 2010.

latest issue of payback newsletterProspect negotiates pay with 63 different civil service employers. In 2006, members in those areas received a string of pay offers around the 2% mark while RPI inflation was at 4.2% and consumer prices were at 2.7%.

On 28 February 2007, 6,000 Prospect members in the Ministry of Defence went on strike for the day after rejecting a pay offer which was then imposed on them.

At the end of January 2008, members across 14 different employers had voted to reject their 2007 pay offers. This is the highest level of rejections since civil service pay was delegated in 1994 (ie devolved from a single set of national negotiations down to individual departments).

Value for skills

Once any outstanding pay awards have been settled, the focus of our campaign will switch to winning 'value for skills': the struggle for a long-term pay system that is fair to both employers and the taxpayer, but equally to the professional workers who carry out the core functions of government.

Overview
With one month to go until the new financial year there have been just 46 settlements reached in the 2007 pay round so far, either agreements (32) or impositions (14). 

A further 19 Bargaining units have not settled. 6 have an offer that is either out to ballot or been rejected, and 13 remits have either not been cleared or a formal offer has not been made.

There have been industrial action ballots at BERR, DEFRA, Government Offices, Highways Agency, Maritime Coastguards Agency, NMSI and VOA.  Staff at the Museum of London have overwhelming rejected a pay offer of 2% + 1.5% (unconsolidated). 

Imposed paydeals in 2007 pay round

So far 14 pay deals have been imposed in the 2007 pay round

6 bargaining units are already subject to multi-year imposed settlements

In 2006 there were 16 imposed pay settlements in total and 2 ongoing multi-year imposed settlements

Paydeals imposed in 2007

Audit Commission, BERR (ex DTI), Countryside Council for Wales, DEFRA, DWP, Government Offices, Highways Agency, Joint Nature Conservation Committee, MCA, OFCOM, Planning Inspectorate, RPA (HMI), Valuation Office Agency, VOSA.

Ongoing disputes or impositions

MoD, Maritime and Coastguard Agency (dispute ongoing, the 2007 pay award has now been imposed), National Galleries of Scotland, National Museum Liverpool (second year of offer imposed after several days of industrial action), Patent Office, Royal Botanical Gardens (Edinburgh).

Bargaining units where the remit has not been cleared or is late

Insolvency Service (the lateness will impact on back pay for higher earners pushed into higher tax band)

Prison Service Non-Phase 1 (offer imposed last year)

Museums, pay remits for BM, BL, National Gallery and Science Museum are likely to get clearance soon. 

Ordnance Survey (remit has finally been cleared but because of major regrading proposals it is likely to be several weeks before a formal offer is tabled, delay caused by Treasury).

Research Councils (complicated new pay arrangements, remit not cleared).

SFO, complicated by settlement of recent tribunal case.
