Want to find details of other Prospect ULRs in your area, or sector, to share ideas and experiences, why not set up a local union learning networking group. We are drawing up a list of Prospect ULRs and hope to make this available online to Prospect members, but need to get permission from individual ULRs first (for data protection reasons). Prospect (and our growing cadre of Union Learning Representatives or ULRs) is keen to promote opportunities for the personal and career development of our members. We hope this guide helps you to achieve those objectives.
Sector Skills Councils (SSCs) are independent organisations promoting skills, training and qualifications at all levels. Eighty-five per cent of the UK workforce is covered by one of the 25 SSCs. This guide explains what they are and what they do.

Learning questionnaires/surveys
Learning questionnaires are vital tools to help understand your colleagues' learning desires (both work and non-work). With approval from the branch and employer you should aim to carry out learning surveys at least once a year. This questionnaire is provided as a tool for Union Learning Representatives. Asking for staff views can be a good way of getting started in your ULR role.

A questionnaire for National Trust staff to establish what sort of learning they are interested in - part of our union learning fund project with sector skills council Lantra.
Therre are various resources that can help you produce your own online survey such as Survey Monkey. They are usually simple to design, launch and analyse, although there may be some cost involved.
Prospect offers a on-line survey facility using a software tool called snap. If you would like to take advantage of this facility or find out more about the service, please contact jonathan.green@prospect.org.uk.
Learning Agreements
Learning Agreements are negotiated with employers to demonstrate a commitment to working with unions to promote life long learning. They also serve as an opportunity for employers to recognise the ULR role and agree paid time off to carry out the associated duties.

Lending Libraries
Prospect has five free self-study CD lending libraries available to members and their families.

Skills for Life
Skills for Life is the national strategy for improving adult literacy and numeracy in England. It encompasses the following areas:
Numeracy and literacy
In 2004 the government commissioned Lord Leitch to review the skills of the adult population currently in work against specific targets. The results indicated that millions of adults in the UK did not have the equivalent of a Level 2 qualification (Equivalent to 5 GCSE's grades A-C) in either maths and/or English. The government responded by creating funding and learning initiatives to help adults achieve this level of qualification.
The website Move on and Get On at Work is just one organisation which was set up to help provide learners and employers with support and assistance in gaining up to a Level 2 qualification.
The website contains free resources and mini tests which help assess an individuals current level. Move on will also come to the workplace and help to deliver work based assessments (Get on at Work)
Did you know? If your maths and English qualifications are over 15 years old, you should consider updating them with the new qualifications.
English for Speakers of Other Languages (ESOL)
Funding for ESOL courses has recently been reduced, however some local colleges are still providing classes free of charge. For up to date information visit the DirectGov website.
